Context
BayanCore requires a cloud provider with data centers in Saudi Arabia to comply with PDPL data residency requirements.
Decision
Oracle Cloud Infrastructure (OCI) is selected as the primary hosting provider.
Regions:
- Primary: OCI Riyadh
- DR: OCI Jeddah
Consequences
- Positive: Full data residency compliance, competitive pricing, strong KSA presence
- Trade-offs: Smaller ecosystem than AWS/GCP, fewer managed services
- Risks: Vendor lock-in, limited regional availability
Alternatives Considered
- AWS: No KSA region at time of decision
- GCP: No KSA region at time of decision
- Alibaba Cloud: KSA region available but limited enterprise adoption in Saudi market
