ADR-001: Cloud Provider — Oracle Cloud Infrastructure

Context​

BayanCore requires a cloud provider with data centers in Saudi Arabia to comply with PDPL data residency requirements.

Decision​

Oracle Cloud Infrastructure (OCI) is selected as the primary hosting provider.

Regions:

  • Primary: OCI Riyadh
  • DR: OCI Jeddah

Consequences​

  • Positive: Full data residency compliance, competitive pricing, strong KSA presence
  • Trade-offs: Smaller ecosystem than AWS/GCP, fewer managed services
  • Risks: Vendor lock-in, limited regional availability

Alternatives Considered​

  • AWS: No KSA region at time of decision
  • GCP: No KSA region at time of decision
  • Alibaba Cloud: KSA region available but limited enterprise adoption in Saudi market
